TMPIN2 is mobo sensor. They can be bit inaccurate or even broken. Mobo components are fine up until 110C. 85C is fine with those since your CPU temp is already normal.
In your situation adding single exhaust fan will make difference. Can you list full specs (mainly which case) or post pic inside case? If you have already top mounted PSU, I would recommend adding intake fan instead. PSU can handle exhausting for the time being.
