I would like to know, is it possible to limit the amount of storage capacity the windows user can use in a single hard drive?

What version of Windows are you using? There are tools in Windows to set and manage user profile sizes, but they're only available in the Pro, Ultimate and Enterprise versions AFAIK. 

 

You could create a partition for the users you want to limit, then allow them to have write access only to that partition and all other partitions/drives are read only for them. 

 

EDIT: Looks like the standard version of Windows 10 has the disk quota tools available.

Yeah. Go to disk management, grab the main partition of the drive you want to restrict, then right click -> shrink volume. That will make the usable amount of storage be less than the whole disk's capacity.

 

There's also an option called Quota Management in its properties, which limits the amount of disk space a single user can use, without shrinking the usable space.
