Yeah. Go to disk management, grab the main partition of the drive you want to restrict, then right click -> shrink volume. That will make the usable amount of storage be less than the whole disk's capacity.
There's also an option called Quota Management in its properties, which limits the amount of disk space a single user can use, without shrinking the usable space.
