Steam 'freezes'.. HELP!

When I start my steam up it starts loading normal but after a few seconds it stops and the bar in the loading circle keeps jumping back and forth... Although I can go to my library and play games. 

I've also googled this problem and found quite a few ways to fix it, but no luck, none of them worked.

So, does anyone have any idea on how to fix the store?

What have you tried so we don't just repeat that?

• Cleared download cache
• Started steam as non-admin 
• Reinstalled steam
• Rebooted 
• Closed it with task manager
• Resigned in

I think that was all.
