I have a very limited computer. an intel pentium g2010 and a gt 610(i know, i was dumb enough to buy this. sorry linus. i didnt know that buying a very low end gpu could do anything more than wasting my money) with a 2gb ddr3 ram and im looking to upgrade but i dont know which one is better, a GPU first or a CPU. If any of you guys have a budget solution under $200 and maybe tell me which one i should buy first, that would be amazing. and i dont play heavy games, just like dota 2, cs:go, paladins(that overwatch copy), rocket leagues, and some other. My native screen resolution is 1680 : 1050 (not even a 1080p monitor lol). and im a little bit more biased to intel and nvidia.

Find a used i5-2400/2500/2500k and get a RX 460. You might need a new PSU. Also buy 8GBs of RAM.

Get a CPU, you will see more of an upgrade, if you were to upgrade your graphics card fist, your CPU would bottleneck the crap out of the GPU

bottleneck doesn't mean performance decrease. he still see a huge increase in performance with new gpu

I'd say invest it in a new GPU, as long as your PSU can handle it. Second step is a RAM upgrade, then a new CPU. Finally, get a new PSU, if your system was pre-built.

For the CPU, I'd recommend trying to get your hands on a used Core i5-3xxx

I know you said you prefer Intel, but you should consider an AMD APU.  They have integrated graphics that is respectable for light to moderate gaming, especially at your resolution.  They just released an updated A12 9800, and it's actually not bad.

Otherwise, I would definitely be looking at used parts.  Try to find a Sandy Bridge i5 or i7 CPU with motherboard.  You should be able to pick one up for well under your budget, then start saving for a gtx 1060 or 1050 (should be released soon).

Pretty much ignore people saying get a CPU or GPU first because you can get both. Finding used Sandy Bridge CPUs is easy, You can get a i5-2400/2500, 8GBs of RAM and an RX 460 for no doubt less than $200. Closer to $170 probably. If you are willing to go to $220 maybe a smidge less, You can get a new PSU if needed. At this point,( after this upgrade ) just save up money to do a whole new build. Something like what I said will last the next year at 1080p and from there you can build a whole new PC, then turn the old one into a F@H machine, HTPC, sell it or whatever

I'd suggest you get a used i3 or  i5-4xxx (Haswell) and a budget (or used) socket 1150 motherboard to match. You can then reuse your DDR3 RAM. The IGP in the Haswell CPU would be better than the GT-610. Maybe you can sell the GT-610 or use it as a doorstop.

Or, get a budget A6 or A8 AMD APU and motherboard. Again you can re-use your DDR3 RAM and the GPU portion of the APU will be much better than the GT-610 (or the IGP in an i5)

A sieve may not hold water, but it will hold another sieve.

i5-6600, 16Gigs, ITX Corsair 250D, R9 390, 120Gig M.2 boot, 500Gig SATA SSD, no HDD
