Better network management needed

I want to be able to create users and set their bandwidth and speed, is there any software like pfsense or is it possiblein pfsense?

Pfsense can throttle speed based on a lot of criteria. Username would require a lot of configuring but certainly doable.

 

You can set time of day much easier or by the website / protocol as well.
