yes in everything by at least 5% but really by the time vulkan and dx12 become popular (it performs better in them), ur friend will want an upgrade

You don't want to run a R9 390 on just a 550watt power supply, but an RX 480 would work fine.

You could save a bit by getting a "bronze" rated power supply, which may help to afford an RX 480 or RX 470.
