my cpu was overclockeed to 3.8ghz about a week ago until I sold my gtx 660 and had to disable the OC for IGPU. I have now recieved the gtx 1060  and OC'ed it to 2,1ghz but I ma having issue with my cpu, When I tried to OC it yesterday the CPU voltage was auto and at 1.3 - 1.45 even though I had the same settings as the last oc and it worked fine at 1.35v. I then set the oc to 4ghz and adaptive - offset mode and the CPU voltage is at 1,09v even though I have 1.35 set. Anyways I did a test and for some reasin my 3dmark score is lower than before although the CPU and GPU are oced.

What are your temps like. Is the cpu and gpu staying at the max clock speed or are they running at lower speeds? (Use msi afterburner on screen display to monitor temps and clock speeds)

 

Also check the cpu and gpu usages.

cpu temps are low and usage is at 80 - 100%

Cpu usage per core is usually better and gpu usage is also critical info. Firestrike uses dx11 if I'm not mistaken, so it would only use a single core for draw calls. You might have a bottleneck. But to know if you do or not, we'd have to know the gpu usage and preferable per core cpu usage

how come the not oced is better than the oced' ther is no bottleneck since gpu is at 100% usage too

Well there is a thing called the margin of error. 100 points would fall within that main. If you were bottlenecked, it would explain that.

 

If the cpu and gpu aren't throttling, and there isn't a bottleneck then the problem would be software related. Either Firestrike, drivers or some other software is causing the issue. Software issues can be tricky to nail down. Start by checking out task manager for anything out of the ordinary.
