What is the difference between the i7 6700k 3.4 ghz and the 4 ghz?

Not necessarily. If you don't want to overclock, the 3.4 GHz Intel Core i7-6700 is still an excellent processor.

 

The K indicates it's an unlocked processor and can be overclocked on a compatible chipset (Z170 motherboards), but these processors cost more, and may not come with a cooler, which further adds to the price.

Water cooling has the advantage of dispersing heat better than air cooling, but a crappy water cooler can perform much worse than a good air cooler. Price also comes into play, as well, as a good air cooler costs less than a good water cooler.
