My thought would be that the fan needs to run faster since with the graphics removed the CPU is in charge of everything thus getting hotter thus needing more cooling. This is all a theory but typically if the PSU is not powerful enough there are more obvious signs. Just wondering whats the specs of the PC.

The PSU needs to go, but 450W is more than enough for that PC.

Replace the PSU with an EVGA B2, G2, GS, GQ, Anything from Seasonic or XFX (Excluding the XT), Corsair Gray Label CX, RMi, RMx, HXi or Antec High Current Series.

I wouldn't be surprised if that PSU was dying, it's a really shitty model anyway. Cheap alternatives would be the XFX TS 430W, the Seasonic S12ii 430W or the CX450M. The wattage is fine though.

The fact that the entire VS series is actually terrible. Chieftec has a unit based on the same platform...

I don't know the platform. I have seen it referred to as the CWT GPM, GPK and GPA, they are probably very similar and are just minor revisions.
