GPU Slowing Down

I just got a SC gtx 980 a few weeks ago and I was able to run games much better than I am now, around 150-200% more fps to be exact. So it slowed down? For example in Warframe I was able to run the game maxed out settings with 300 avg fps but now I am getting 100 avg. What would cause this problem?

EDIT: I have 8gb of ram, 7200 rpm 1tb hdd, 750w psu, and i3-6100

What kind of temps are you seeing from the GPU? It is possible that the card is thermal throttling.

Around 75 degrees i think Celsius. I am not sure and it will be a while before i can check. I spilled water on it lol.

Ok, I checked and its around 60-70C while gaming.

Your i3 bottlenecks your GTX 980 quite a bit.

It is not running at 100% only around 60 or 70

You're CPU is definitely not your problem unless you're playing City Skylines or some other massively CPU bound title. This has happened to me before when I'm playing certain games full-screen and I alt+tab out of them. When I go back to the game and re-enter full-screen, it's like windows doesn't fully "Refocus" on it, and it gets pushed down in priority on task scheduling. Try restarting the game and see what happens.

I have opened and closed many games over the past week. I have not seen any improvement, it is continuing to climb down. Now its around 80 fps average.
