While you can use 4 pin splitters you wouldn't want to power it via a single motherboard header as that would easily overload it. I would suggest to get a fan controller like the NZXT Grid+ if you want to control them as a huge group together or the Grid+ V2 for individual control.

I have thoughts before about grid+ but are they fixed that issue whit fan speed stuck at 100% and that u can't change ? Coz i know that before was a lot of issue with that kind of thing. And what about if I put not one splitter but couple for example in one 6 and in other 3? Is that will make more sense? Or is better just stick with your option?

That would still be too many fans per header a good rule of thumb is no more than 3-4 fans per header to not overload it depending on the fan. I didn't hear about that issue before so I wouldn't be too sure but they are software controlled via their CAM software.
