Need help regarding steam.

So, it's not my problem, but when a friend of mine starts up steam, his RAM and CPU usage goes trough the roof whenever he visits the store, the store won't load, nothing will load except his games library screen.
So far we have not found any fix for this, reinstalling steam did not help, etc, i was hoping you folks had an answer to this.

uninstall steam then look for any steam folders in AppData, its located in your user files and is hidden.

delete the steam folders, AppData stores program settings even whene you uninstall them (like skype)

try that see if anything happens o3o
