They're good gaming GPUs, but to a lot of people, the price:performance ratio is too low to justify picking up. I'd rather wait until the 1080ti comes out, or go SLI 1080s unless your motherboard doesn't support SLI.

Honestly going 4 high end cards is a think stupid. You will never use that much power. 
Go for 2 and when new come out and you will need the power its always better to sell the old cards and buy new one :) 

MUCH CHEAPER also :)

You cannot put two GTX Titan XPs and two GTX 1080s in 4-way SLI because a) they're not the same cards and b) NVIDIA doesn't support anything above 2-way SLI for Pascal cards (unless it's for synthetic benchmarks or you're using two of them as dedicated PhysX cards IIRC).

 

Just get two Titan XPs. Scaling above 2-way SLI doesn't offer much performance gains.

 

Onto your other problems:

 

-The i7 6700K isn't compatible with an X99 motherboard. You'll need a Z170 motherboard.

 

-64GB of RAM is way too excessive. Get yourself 16GB of high-speed RAM and call it quits.

 

-If you're overclocking everything quite heavily, I'd advise a 750W power supply. The Corsair RM750i for instance which is a quieter alternative to the RMx.

 

-If you have nearly 8K to drop on a PC, why not get a custom loop? It'll allow those Titan XPs to run at higher clocks.

hell no not windows 10, when windows 8.1 doesnt support some new games then i will upgrade

Win10 is nowhere near as bad as it's made out to be. I've been on it for a year with my laptop and I've had no issues whatsoever, compared to the regular problems I saw with 8.1 like the touchscreen not working, mouse not working, etc.

true but when i installed windows 10 on a  rig of mine mouse failed and wifi failed

Btw get the 6800K if the 6700K isn't compatible with the X99 board

Power demmand is an issue. Definitely get an 850W or better, so the headroom is present.
