Titan X(P) GPU Boost Problem ??

recently installed a waterblock on my titan xp. Pre block on air i was getting 2088hz. Now its stuck at the base boost 1417hz. I cannot add power limit mhz or anything or my display driver crashs or hard locks. I have ran DDU and uninstalled the driver and tried and older driver im at a total loss. I also reformatted my computer. ... HELP

Something's getting hot and shutting down the card.

 

Why don't you try to make sure the waterblock is installed correctly, the thermal pads are on their correct spots, and it has enough TIM. GPU's use ALOT more TIM than a CPU, so that pea sized crap isn't enough for a GPU. 

 

A CPU has an integrated heat spreader, a GPU doesn't have anything.

I have used MSI after burner , Evga Percision and both do the same thing if i apply any boost my display driver crashs its idles down to 300 mhz while sitting but only goes up to 1417 which is BASE clock it seems like gpu boost is not working and im lost because i have reformatted so im not to sure what else it could be
