Have you powered down the router, turned it back on and retried?  UIs hang sometimes on routers and they just need a simple restart.

Could you sketch the situation. Do you have one router that handles all your outbound request and runs DHCP?

Sometimes that breathe will mean your internet options advanced tab doesn't have the correct security options configured.

Depending on when the router you need you may need to enable additional SSL or TLS settings.

Also try to factory default it if you really need to get into it (you'll lose any settings you entered into it before losing access to the web GUI though).

Press and hold the WPS button for over 20 seconds, until the power LED begins to flash. Please wait a few minutes for the product to restart. When the device restarts, all settings will be reset to default settings.

That shouldn't be right, can you run ipconfig /all in a command-line and post the output?

normally you would have a router distributing IPs in a network (DHCP leases) and a modem just giving the router a lease so if your modems ipv4 is your default gateway that would imply that DHCP is enabled on the modem and that you don't have a lease form your router. please run this command: "tracert ipofmodem" in a cmd prompt

Try both 172.16.254.254 and 192.168.254.254, one of those should work.

Your DHCP is running in a class C network and your Gateway is in a class B network that isn't right. Is this a home environment?

and thats the ip of your modem correct?

that would mean that you are directly connected to your modem and therefore can't access your router
