GPU Temps

I have an R9 390 from when I originally built my gaming pc last year and this thing runs like a literal furnace.  I knew they ran hot, but it was my first gaming computer and I had to settle with an Amd brand at the time. It literally heats the house to the point my parents told me they'd pay to replace it once I sold it. So I just wanted to know will an nividia 1070 do the same or do nvidia cards run cool enough that it won't be such a problem? I've never personally owned an Nvidia branded card so I don't have any prior experience with them.

Temperature doesn't affect how much heat a component puts out. Temperature has to do with how quickly the cooling can move the heat away.

How much heat a component puts out has to do with how much power it uses. The 1070 uses less power than the 390 and will put out less heat because of it. https://www.techpowerup.com/reviews/NVIDIA/GeForce_GTX_1070/22.html

No i haven't over clocked it. I just put it in and use the standard oc that msi offers with the card. It will say around 80-90 c when playing intensive games. From what I've read that normal for amd cards.

That's generally the case with most cards. You might get ~10 degrees cooler with a Nvidia card, but GPUs always run hot unless they're water cooled.
