Streaming/Gaming PC help

Hello the people of the Internet, I live in the USA and have a budget of 1300$ ISH. 1300$ for the PC You can go over with the monitor. I will primarily be using this PC for hardcore gaming and streaming. I want to play at 1440p so I will need a new monitor too, other then that I need no more extra things. I really want a black with a white accent build. My requests are window to see the guts of the computer, a black case, and I will try to over clock some. I would also like to water cool. Keep in mind this will be my first PC build alone. Thank you for reading and I will be asking some questions in comments depending on your build suggestions!

aircooling should be enough, if you don't go over 4.5 GHz. The Hyperthreading should help with streaming.

It is not that much, some low %. It is more about having DDR4 Sticks that are fine with OC and the XMP Profile. Especially since you first had 2666 Sticks, but the 2400 are often not end of line and can go even higher then 2400 while ofc reducing CL.

Ok, so I can do some decent over clocking with that air cooler?

4,5 GHz should be possible

If that is decent enough, for 4,7 you should consider water cooling
