Setting CHMOS 777 in Windows server

I'm trying to install a web based panel on my webserver. I moved from my linux server to my Windows server. Everytime I try to install it it gives me the error the specific files are not writeable. (666 and not 777)

 

When I try to set it to 777 via Filezilla I get this error: 

Command:    SITE CHMOD 777 index.php
Response:    504 Command not implemented for that parameter
 

No idea what the error means and Google doesn't tell me much news. 

 

I checked the properties of the map and found this: 

 

No idea if that has something to do with it, but everytime I uncheck it and hit apply it reverts back to the read only check. Has this something to do with it? 

 

 

I've got no clue how to solve this stupid issue. Looks like this is not able to be installed on Windows. I can't install it on my Linux server atm. 

 

It's a dumb error, but I've got no idea how to fix it.

Security tab > advanced > owner

 

Did that. Doesn't seem to work either.
