CPU usage dropping to 25%

I have a AMD FX8350 and a 980ti I know that the FX8350 will bottleneck the 980ti, I was just wondering if what I'm experiencing is actually bottlenecking. When playing games my CPU usage sits around 90% with my GPU usage at around 45%, then my CPU usage drops to 25% seemingly randomly. Already checked that its not thermal throttling.
