network provider issue

Ok so I'm living at my parents house in France and I'm slowly troubleshooting my way threw random problems we have at home and one thing I've noticed is our WiFi and wired connections were slower compared to our neighbors who have the same network provider, to put this into perspective i have steam download rates and data usage from the task manager and yes some of it's in french.

This first image is connected to a router witch is a flour below me.

I do not understand why this is, we have the same router, the same cables, the same building there are only 2 routers so interference shouldn't be that much of a problem (or is it?) i don't understand.
