Posted September 7, 2016 Corsair is never a bad choice, but any 2x 120mm or 2x 140mm cooler that has good reviews and you like the look of will handle overclocking of that CPU just fine. That being said, you could look at the EK Predator. Its an expandable AIO so if you ever wanted to add another radiator and a gpu to the loop, you can, and it's under 200 for the 240mm model. A good pump for a custom loop can cost up to $100 alone plus the cost of a high performance CPU block would already put you over budget. Posted September 7, 2016 I'd say get a decent AIO water cooler. I recommend the Corsair H115i, just put some better fans on it (Corsair's new ML pro series fans are AWESOME). If they are like the fans that came with my H80i, they are loud AF. I'd also like to do a custom loop for my PC, but it is not necessary for the hardware I'm currently packing.
