HWMonitor and Taskmanager CPU load disagreement

So I'm trying to make my moms 2 year old Lenovo run a little faster.  Because my pasta it is slow. I opened up the task manager to check the loads. It's only using 23% of its processor power. The clock is running at like 0.40 ghz. So I figured thermal throttling, I downloaded HWmonitor to check the CPU temps. However they weren't listed, but I noticed HWmonitor listed the utilization at 100% and the clock speed at max 2.16 ghz. Anyone have any ideas why this is?

Sometimes HWmonitor does not get the temps, i can really say why. I think its because of the mobo, 2 of 5 my laptops does not show up in HW monitor.

And clockspeed in HW monitor, shows the total max speed, and taskmanager show how much clock speed you got up, not what you get if i dont remember wrong :)
