Edit: this website http://cpu.userbenchmark.com/Compare/Intel-Xeon-X3450-vs-AMD-FX-4350/m10439vs2880 suggests it can be overclocked as it says "peaked overclock bench"

Even if they can be overclocked the maximum overclock probably won't make too much of a difference, they are not designed for overclocking at all

no reason you can't. If a game can use all the threads you can get the same performance as an i7.

The X3450 can run modern 1080p games at low-medium settings, you can get a LGA 1156 motherboard off eBay, make sure it supports the xeon before buying, not all motherboards support xeons using the same socket
