There are many posts about it, I'm not going to go through them all for you though, surely there is something from here you can try.

They are saying usually... check TASK MANAGER for the Application EXE/Process still running (without windows showing you it is) and thats why it won't launch...

 

It thinks it still is open.

Maybe clear cache/usual origin cleaning things (you can google)
