So, today I decided to check an e-mail I made when outlook.com came out and found that someone made an account for ebay and samsung customer service using that email... I really do not want to delete this email account, what can I do to delete the email from ebay and samsung?

Find the registration email they sent you when that person signed up with your email then in there it should say something like "if you didn't sign up for this please click here"

 

Also you can just go to their website and go into support.

Change your password. Those services need activation sent via email before activating account. If activation is not done by some umber of days, it just cancels registration.
