100% usage when starting steam

I was having issues with very slow boot time as my HDD was at 100% usage for 2-5 mins. I eventually disabled a few things on the start-up page on task manager which helped a lot. Everything was fine but when i starred steam (i disabled steam on startup) the HDD suddenly jumped to 100% usage. I'm not downloading anything on steam so does anyone know why this happens and or how to stop it?

OS: Windows 11 Home

Monitor: Acer Predator XB271HU 27" 1440p @ 165hz

Keyboard: Razer Black Widow Chroma

Mouse: Logitech G502

Sound: Sony MDR 1000x Headphones, Blue Snowball Microphone

 

Laptop Specs:

Gigabyte Aorus 15G

CPU: Intel i7 10875H

RAM: 16gb DDR4

Storage: 512gb NVMe, 1TB Crucial MX300 SATA SSD

GPU: Nvidia RTX 2070 Max-Q
