I'm giving my brother a $400 budget to build his first computer. I know that isn't a ton, but it should be fairly decent for low to moderate expectations. I've been eyeing a GTX 950 mini on Newegg that'll be about $110 after MIR. Now, I know that this isn't the price to performance sweet spot. That's not what I'm going for. But does anyone have any better suggestions for a GPU at about that price point?

you can cram in the asus r9 380 4gb for $150 after rebates in a $400 build, maybe that? if not, rx 460 as its newer.
