what would you recommend? I don't want to spend above $15 per fan. (120mm)

If I have 140mm fans there will only be room for two in the front with huge gaps on the ends. In other words I will die.

Just mount the fans further up? The bottom fan mount is mostly for cooling any drivers under the basement and storage drives don't need that much active cooling.
