Try testing your speed on other devices like laptops, phones and tablets see how consistent it is... Also a wired connection by ethernet from your router helps a lot aswell. But your computer may just be slow and not helping your internet problems as for it is now slow internet on a slow computer...

Yeah fast.com is a speedtest to netflix's servers so if you get anything out of the average 20% then you are being throttled. Download tunnel bear and try downloading something. I doubt they would throttle you but if the download is a torrent or something then they would. Go into cmd do ping (websitename) and hit enter
