GTX 1070 power limit issues

hey guys.. i was just looking at Jayz2cents pascal overclocking guide and i noticed with my evga acx 3.0 card my gpus power limit value fluxuates between 0 and 1 even without overclocking. is this a concern ? he said this should really never happen.
