Android 6 "OEM Unclocking" Missing

I have MOTO G3 XT1542 with Android 6 and it's been working extremely bad since I upgraded it from Lollipop, I want to Unlock the phone for either installing CyanogenMod or downgrading to Lollipop:

First step for unlocking is enabling Developer Options and Inside Developer Options enable OEM Unlocking, well... I dont have OEM Unlocking! Well.. I've been reading "If it doesnt appear it's not necessary to enable it" Alright I Skipped step one, I requested my Unlock code and got to the last step where I have this error "Bootloader error make sure you enable OEM Unlocking in Developer Options" so..?

 

The crazy part is that if I go to settings  and I touch the Search icon and I write OEM, it appears, it finds it but after tapping me it takes me to Developer Options where it's not there...

My friend has the exact same phone from the same career and he has the option.

 

I really need to get this fixed somehow, Android 6 is really buggy i've encountered a problem today that there is no lock screen, home button won't work and notifications bar wont work (doesnt show notifications and doesnt even scroll down)

unlocking is for using different cell carriers

do you mean rooting?

Yes i'm talking about Unlocking for rooting, I want to do this: (watch from 0:50 to 1:30 where he does the first step, he has OEM unlocking and I don't)

I've seen it already, he has already unlocked the phone, which is what I'm trying to do to be able to root it

That is the post i've been following, I encounter the error in the last step saying I have to enable OEM Unlock in Developer Options to unlock it, then I found the video I sent you where he does it but I dont have that option.

can you send me a screenshot of the step where it says that

in the motorolla official it doesnt show that step, I followed correctly every step and I encountered that error saying I have to enable it, okay so I boot my phone and I didn't find the option, so I started searching forums how to unlock bootloader and I found lots of videos like the one I sent you enabling OEM Unlock as the first step. Maybe motorolla official is skipping that step because it should be something obvious, I just factory resetted my phone now i'll check it OEM Unlock magically appears now.

Formatted the phone and now it appears! Thank you very much for your fast replies though!
