Files Created In Documents Instead of ProgramData

I have discovered that when I install a program and select a save location the program will create a folder in my Documents instead of under ProgramData. Is there a a way to fix this?

Do you see folders for the programs you've installed in "Program Files" and "Program Files (x86)" folders within the root directory as well? A lot of times programs will create subfolders within your Document folder for save files and other user generated files. Office makes a folder in the Documents for Outlook templates and Euro Truck Simulator 2 makes one for user save data.

Those should be default locations for install/use files. ProgramData and Users\Documents are for save and config files. Where Users\Documents has been the default since XP, ProgramData only since Win7. You can't usually determine where software has place for config and savefiles.
