Is SoftEther VPN safe?

I am trying to find a really safe/free VPN software. I found OpenVPN, but then I saw SoftEther. I want to know if it is safe for use! And if there is something to be cautious of, what is it?

OpenVPN and TunnelBear are good choices. SoftEther are developed by a Japanese university so I don't think it could be unsafe

Not that I think it is unsafe I just suggest OpenVPN or TunnelBear
