Anyways, let get right into the QUESTION....

Im trying to scratch 4:3 i did with the Intel control panel when i was using my integrated IGPU while i was waiting for my GPU to come in sadly i cant do with the nvidia control panel it wont let me scale it like Intel would let me scale it. *COUGH* CSGO :P

Is there a program out there that lets me do it my self, let me adjust my monitor to how i want to do it ?

What do you mean "scratch"?

NVIDIA control panel should have options to scale it however you want.

If your monitor is already 4:3, then a 4:3 resolution won't stretch on it, it will fit perfectly. You can only run 4:3 resolutions stretched if you have a monitor that is wider than 4:3, otherwise there is no extra space to stretch into.

But, if you want to stretch then you would select Full-screen from that menu. But like I said, it won't do anything if your monitor is a 4:3 ratio already.

Hmm try setting a custom resolution in the NVIDIA control panel, something like 800×600, and run that with the Full-screen scaling option selected.
