"Permanent" USB Drive? [W10]

Ever since I did a fresh install of Windows 10 there is a "permanent" USB drive in "This PC".  Drive "E:"

It's nothing to do with my F: drive (external hard drive). There isn't any other drives plugged in. 

 

In Devices and Printers I can see the drive and can remove it, but it appears again on a reboot.

Anyone know what it can be and how to permanently remove it?
