I would not call it blown, no, but it might be non-functional.

by blackouts, what do you mean. The monitor randomly loses connectivity? If so, try a different DVi/HDMI/VGA/Display port cable.

the screen will turn black until i unplug the hdmi cord then plug it back in, sometimes it will flash random colors too, usually green.

Sounds more like a bad cable. Try a different cable.
