permanent underclock

my cpu has started to underclock its self 

i dont know why as even with a cpu change it fixed itself for a few weeks and has now done it again and im starting to think its the mobo im using a 

MSI 970 Gaming AMD AM3 GBE LAN ATX Motherboard

FX8350

hyper x fury 16gb kit

the temperature according to hardware monitor is 21*c at idle 

it wont go over 1.32ghz and when stressed using cpuz it wont go over 1.32 and its temp is 22.3

Go into the power management menu in the control panel and make sure that max CPU state is 100%...

Clear the CMOS... Perhaps you accidentally set something that you didn't want in the BIOS...

Maybe, you should reinstall Windows, it looks like some weird Windows setting is activated...

no its done it a few weeks ago on my fx 6300 prior the update

Microsoft support firstly tried to update my gpu for some reason thinking that was the problem then referred me to amd

right replacement mobo and same problem FFS
