Server on kvm saying over range

So at work either our KVM or Server has given up.

So when we boot the server the fans spin up to max which is to be expected, but the rpm does not go down.

On the kvm when we look it says Server 1 over range.

Now we have swapped the motherboard and both CPUs but it's still not posting correctly...

The plan was to image the PC from backup but obviously we cannot when we are technically blind.

So could it be one of the following reasons

 

Motherboard or cpu has given up

There is a prompt that needs accepting but of course we cannot see it

Some other hardware is faulty 

Motherboard is shorting on the case

 

We have also tried an external monitor but again nothing making me believe it's a dead iGPU but why would this happen on 2 motherboards (on that last week was certified to work)

Is it also possible to force post?

If you have a spare GPU could you fire one into an empty PCI-E slot to see if you get output?. It sounds like it not properly getting past POST.

 

Edit: what about the power supply, have you checked that is functioning correctly?

Try taking out all but 1 stick of RAM and see if you can get it to boot.

Check for any dead fans - that can cause it to hang at boot sometimes, but you should be able to see the output still.

 

As above, double check the PSU is good. Does it have redundant ones?

We can't use dGPU because there is no slot, has PCIX and PCI 32bit and tried the ram trick still nothing 

Fans all spin checked that and it's a 3 power psu all working. The server complains if there not all working

 

We have a working server that today had the exact same issue again known to work as of last week as it's our disater recovery rig

 

It's a strange issue
