Does using one pcie cable vs two make a difference?

The cable itself is electrically capable of delivering much more power than the 150w specified in the 8pin spec. Knowing that, PSU manufacturers sometimes have 2 outputs out of a single cable, because it can handle the load just fine.

No, there'd be no advantage to doing that.
