MAC addresses nor filtering hostapd

So I'm using a Raspberry Pi 3 Model B as a networking solution. I've configured everything correctly, but it doesn't filter MAC addresses. I'm using hostapd and I've set everything correctly. I used macaddr_acl=1 and set it to allow MAC addresses in /etc/hostapd/hostapd.accept.

If I make a syntax error, hostapd sees this, and terminates the program. But if everything is fine, it still allows all devices to connect. What's going on?
