Lower FPS than expected

I think those frame rates are fine for a 950. Have you tried running a gpu benchmark of your complete, like firestrike? That would be useful as you can compare it to other systems that also have 950s. Just out of experience, my brother just sold his 950 and he had similar results in games like black ops II and III.

My specs are i5 6400, Gigabyte Gtx 950 2Gb OC edition, 8 Gb Ddr4 Ram, Kingston uv400 240Gb. When I play Call of Duty Modern Welfare 3 max out settings at 1080p, my frame rate  hovers around 42-45 fps. Are these fps okay since I think my pc could easily give more fps for this game.
