Can't delete volumes

The option isn't even there, I tried disabling page files but that's didn't do anything

You can use GParted for it. Windows Disk Management is dumb at times.

Open command prompt with admin privs then follow these commands

 

diskpart

select disk 3

clean

 

This should wipe it completely out and WILL cause you to delete all data and start fresh on that drive.
