New build first boot problems!

First off, I am not sure if this is the right category to be placing this topic under, so I apologize in advance if that is the case. Anyways, I recently bought brand new pieces in order to build a new PC. I am fairly new at building one, but I do have the basics down. I assembled the pieces and powered on the computer, however the front and back panels would not send any power; the external devices were not receiving any type of power (the keyboard, mouse, monitor, etc). When powering on the computer, the fans, along with the CPU cooler, are all spinning (with exception to the LED fans in the front of the corsair carbide 400r), lights on the mobo and graphics card are on, but that is about as far as it goes. There may be a small chance that something is seated wrong, though I am pretty sure that is not the case (though I will be double checking). What I am worried about is the possibility that one of the devices may not be compatible, maybe I overlooked something and ordered a wrong piece. Otherwise, maybe something came in doa. A friend of mine believes that the motherboard is NOT compatible with the graphics card, so either the motherboard AND the CPU have to be changed, or a new GPU needs to be inserted. Tell me what you guys think, all the help is much appreciated. Here is the list of the rig with direct links all ordered from Newegg:

did you connect both a 8-pin and a 24 pin from the psu to the motherboard?

 

It may be worth it to rebuild the computer outside the case

yeah both the 8pin and 24pin are in. Would it make a difference that the mobo has 2.0 PCI-E while the GPU has 3.0 PCI-E?

Nah that's not it

 

I wrote a guide and you can find it in my signature. Make sure the mobo has either a display of POST codes, or a speaker to tell you that POST was completed

also, after plugging in your post speaker, check to see if you made sure to attach your cpu fan connector to the right Pin, because in some builds that ive done, my rig wouldn't boot due to some safety precaution.

true, very tru. i should have looked at theboards fan connectors. it def is labeled clearly lol. i know though sometimes, like on my Asrock 990fxextreme9, theres 2 cpu fan connectors right next to each other, along with another chassis pin. i get confused sometimes lol

Okay, gotta be honest. I don't know what a motherboard speaker looks like for POST beeps, and I don't know where it would be located on the mobo, but I don't think i see one anyways.

do you know where your system fan 4 is? the pin? look at those 2 pins right next to it, i think thats it, but dont quote me till i plug one in. brb

Yeah i see it, pins read JCI1, manual says its a Chassis Intrusion Connector

oh, and make a note that the TOP PCIe 2.0 supports up to x16, and the bottom supports only x8 speed. do you have the gpu in the top PCIe port?
