Uninstall the program you used to change the fan speed, or try to put it on a curve so that the fan speed increases as temperature increases, it sounds like you lowered it and the gpu is overheating causing a system shutdown.

how to make sure the fan speed went back to normal when I uninstall it

Try running the game again it should go back to the default, or get a better program like msi afterburner, or nzxt cam which allow for monitoring of temps, and fan speed, and you can change fan curves with them as well.

the fan is not ramping up at all

I stil see the same speed and the tem is going up at a fast pass
