Having 3.2GHz as the stock speed for the i5-6400, would I be able to hit 3.5GHz with safe temps with the stock cooler?

The 6400 is a locked CPU, meaning no OCs.

 

AFAIK locked Skylake chips can't be OCd anymore.

Assuming you're capable of overclocking locked chip, that's silicon lottery, but most likely the answer's yes. Don't quote me on this though.

Guide for overclocking locked Skylake SKUs. I guess if it works with mine up to 4.5 Ghz you can get the 6400 to your desired 3.5.

Let's put things straight: Can you overclock a Locked Skylake CPU?

 

Yes.

 

Plain and simple, you CAN do it via BCLK tweaking on most Z170 motherboards. This is still a thing, it didn't go away.

 

 

HOWEVER, just because you can, doesn't mean you should. There are a lot of downsides to doing so, to the point of almost not being worth the effort. Just pay a bit more for a 6600k or get a 6700 + non H110 mobo for around the same price.
