So baisicly my new pc keeps looping trying to install windows.

When installation reaches finishing installation it says pc needs to restart.and when it does it starts the installation all over again.i did it for 10 times and someone suggested to remove the usb when it restarts but it says select  proper boot device and restart.nothing else eccept my hdd was connected that time to pc.

Removing usb doesnt help

Problem I think is with your boot order.

When your computer boots you want to go into bios and set the order of HDD before Disk drives, then save and exit,
Edit: HDD Before everything else if you can
Look at the boot screen, there should be an option for a boot menu, this menu overrides the bios boot order. Pick the CD/usb drive containing the windows install disk
During setup when it restarts you will want to eject the install disk and remove it, or pull the usb drive if your using one

it seems to me like your current situation is your motherboard automatically booting the CD/USB drive after restarting during a windows setup, Which it should not. It SHOULD boot from the hard drive that windows has just been installed to
