low fps with 10% GPU usage

So I played a round of League of Legends with my new Gtx1060 and i had like 45FPS and it was really laggy.... any ideas?

the GPU usage was only 9% temps: 40 degrees Celsius... I have no Idea what's wrong...

Any Ideas?

although not likely, RAM could also be a bottleneck

sounds more like the CPU was capped at 800MHz to me

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

in other games it worked perfectly fine and in the Heaven Benchmark the lowest fps that I got was like 50 FPS with 1080p 8xaa ultrasettings...

Could you please give us the rest of the specs of your system?

Sounds like it could be a settings mismatch. I'd say try playing with your settings in the game 1 by 1 and observe the affect it has on your FPS. Not saying your GPU can't handle it, but sometimes games and the control panel don't exactly get along. So, test for what it's complaining about.

16Gb ddr3 Ram (more exactly?)

X79 Extreme6 mainboard

 

(I had more than 200FPS with my old 660ti) (upgraded for other games)
