Open something like Hwinfo and see if clock speeds and voltages go down. Also look at CPU package power, it will give an indication if you have a C-State issue.

45-50 seems quite high, my i5 4690k at stock with stock cooler is at around 25-32 degrees (23 ambient)

if your ambient temperature is hot then yes it is normal, if you live in a colder country it's a little bit hot but not by much what fan do you have?

I just installed my i7 4790 and I would like to know are these temps normal for my CPU?

I'm getting 45-50 Degrees by just browsing the internet and ect AND 60ish when gaming.

If you are using the stock cooler then yes. The 4790 series overheat on the stock heatsink. Get a 212 EVO
