3570k overclocking difficulties

Today I started to overclock my 3570k, I did a base 4.2 just to make sure that was stable it was, so I decided to try to increase I went for a multiplier of 45 and when it booted it, was with the 4.2 clock I've restarted and retried multiple times and i still get the same results.

Here are some photos of my settings, feedback is Appreciated

Interesting. Have you tried resetting the BIOS and then putting it at 4.5?

Anything up to 1.4v maximum.

I'd try 1.3 first, then 1.35 it 1.3 fails, than 1.4.

Well i tried 1.35 and yet again still 4.1, however i really would prefer not to keep at this voltage because my cpu is running in 40's at idle, which lead me to notice my cryorig h7 cpu fan is only running at 600 rpm idle and i can't seem to find anyway to manually change that so maybe that has something to do with my cpu not pushing past 4.1

You will need to turn Vdroop to max if you have setting in your bios. Or load line caliberation.

Enable PLL overvoltage setting.

I enabled PLL, turned load line to max and still stuck on 4.1

your pressing enter after you change it? maybe disable it then save and reboot and then change the multiplier
