So let me clarify this for myself.

1) You have 1 mic and one speaker output (headphones?)

2)And you want to beable to hear your mic in realtime for adjustment

3)and transmit to ingame and skype and streaming simultaneously (or do you want to beable to pick and choose)

If you could answer back in this bullet format that would be great too!

Usually these things have a button to turn on monitoring which just loops a feed straight through the device to you output, I think this is the "to phones" button. Otherwise there is a "listin to the device" setting in windows sound control panel (you can get to this by right clicking the little speaker in you system tray) Also make sure your headphones are plugged into an output on the mixer.

As for the game and skype thing you could just use different push to talk keys. Are there alot of different mics showing up through windows sound manager? Because then It might be possible to set different programs to use different mics which you could control on the panel, but I know alot of programs throw a hissy fit if you tell them not to use the default microphone setting. In which case it might be worth looking into something like a virtual audio cable but thats alot more complicated than what I want to get into right now.
